PDC to launch updated online independent expenditure reporting system
On June 16, the Public Disclosure Commission will launch a redesigned online filing system for independent expenditures and electioneering communications (C-6 report).
Rules and requirements regarding reporting of these expenditures have not changed, but the online filing system has been redesigned to improve usability, and to resemble the filing experience for other online PDC contribution and expenditure reporting systems.
Independent expenditures (IE) are expenses, such as advertisements, that advocate for or against a candidate, and are not done in coordination with that candidate’s campaign. There is no monetary limit for an IE.
Electioneering communications are advertisements that clearly identify at least one candidate for state, local, or judicial office, appear within 60 days of an election in the candidate’s jurisdiction, are distributed through digital communication, radio, TV, postal mailing, billboard, newspaper or periodical and, either alone, or in combination with other communications by the sponsor identifying the same candidate have a fair market value of $2,000 or more.
Sponsors of an IE or EC must file a C-6 within 24 hours of the expenditure if is at least $2,000 and occurs within 21 days of the election, and within five days of the expenditure for all other independent expenditures.
