
People deserve to move throughout their communities without being extensively tracked and surveilled under the guise of public safety.
Washington public agencies are increasingly using automated license plate readers (ALPRs), commonly known as “Flock Cameras,” to scan and store license plate data from countless drivers every day. The cameras allow government agencies to track where people drive and when – from trips to the grocery store or appointments with your health care provider. This threatens our civil and privacy rights and puts vulnerable communities, like immigrants and those seeking gender or reproductive care in our state, at risk.
There are no regulations in Washington governing how public agencies can use ALPRs. This lack of regulation enables the government to conduct widespread warrantless surveillance, hold onto everyone’s data, and share it with out-of-state agencies, including the federal government. This sensitive data on Washingtonians has already been accessed by ICE and Border Patrol. This is a red flag for our privacy rights and safety.
There is a solution. The Driver Privacy Act (SB 6002/HB 2332) creates needed regulations for this technology: setting limits on which agencies can use ALPRs, how long they can retain the data and who can access that data.
